Obtaining & Selecting Offers

This workshop will show how to best obtain and select offers from suppliers. This is perhaps one of the most important dimensions of purchasing.

It covers issues such as how many suppliers to invite to offer depending on the type of purchase. It also deals with what type of process to apply in different situations and how
formal this process needs to be (e.g., formal tendering as opposed to requesting quotations). The art of evaluating the offers is also explained, and two separate Annexes deal

Dr Kou Yook Fat
Dr. Kou Yook Fat, has more than 25 years of working experience in manufacturing environment. He has worked as a Quality Assurance Manager, Senior General Manager and Strategic Development Director responsible for group quality assurance, advanced manufacturing system, human resource development in an international contract design manufacturer and supply chain management.

He had attended a series of training techniques conducted by International Trade Centre’s (ITC) on Modular Learning System in Supply Chain Management (MLS-SCM). Over the years, he has been conducting workshop on ITC’s MLS-SCM for industries as well as for Politechnic students.

• He has received his postgraduate qualifications Master of Science in quality management from Cranfield University and Master of Business Administration from Henley Management College, Brunel University.

• IRCA certificated lead assessor in ISO 9000 quality system, ISO 14001 environmental management system, OSHAS 18001 and ISO/TS 16949 automotive quality system by IATF, Germany.

• He is Project Management Professional (PMP) certified by Project Management Institute, USA and holds Master of Project Management from University of Southern Queensland. Has obtained Ph.D. in project management by distance education and continue his studies in Doctor in Business Administration at Universiti Utara Malaysia. His research interests include balanced scorecard implementation and team leadership.

• A Certified Diploma in Accounting and Finance by examination awarded by Chartered Association of Certified Accountants, ACCA UK., and research interests in Cost of Quality for manufacturing industry.

• Received his FORD Q1 quality system training at Cranfield University and certified quality professional by American Society for Quality (ASQ,USA). He is certified quality auditor (CQA), certified quality manager (CQM), certified process quality analyst (CPQA) and certified quality engineer (CQE) and certified six sigma black belt (CSSBB).

• Obtained postgraduate diploma in marketing, Chartered Institute of Marketing and keen interest to develop strategic long term objectives namely concentrated markets, market development planning and product development.

• Academically, he has Master of Business Administration in Brunel University – Henley Management College and currently is doing his final year for a Doctor of Business Administration with the University of Southern Queensland. Besides, he also has a Master of Science in Quality Management with Cranfield University in UK.

• Successfully passed the Professional Certification Programme “Diploma in International Purchasing and Supply Chain Management” awarded by International Trade Centre’s (ITC), Geneva and this programme is supported by United Nation and World Trade Centre.

Qualified trainer by Jabatan Pembangunan Kemahiran, KementrianSumberManusia and has interests to develop companies in areas like Toyota Production System, automotive manufacturing, leadership development, Total Quality Management and Long Term Objectives.
